WORLD ANTI-CORRUPTION WAR ALLIANCE (WAWA)

Initiative of IHRC-RFT | UN ECOSOC Special Consultative Status
WAWA is established under the global mandate of the International Human Rights Commission - Relief Fund Trust (IHRC-RFT) to implement Article 1 of UDHR - Dignity, and the United Nations Convention Against Corruption (UNCAC).
WAWA operates as a citizen-diplomacy anti-corruption watchdog that complements state institutions, not compete with them. The IHRC Africa HQ Head of Delegation for Africa, Amb. Dr. Tivlumun Innocent Ahure, who worked with Anti-Corruption bodies in setting up the IHRC WAWA initiative has prepared the activities of the WAWA as follows:
a) Corruption as Human Rights Violation - Adopted from Geneva Doctrine
b) Preventive Diplomacy - Stop corruption before it kills projects
c) Accountability Diplomacy - Link local corruption cases to international human rights review mechanisms.

IHRC Africa HQ identified Sub-Saharan Africa as the epicentre of WAWA operations for three reasons:
a) High Development Loss: Africa loses over $88.6 Billion annually to illicit financial flows (UNCTAD). That is money for schools, hospitals, and food security.
b) Palliative and Aid Diversion: From COVID-19 palliatives to flood relief to fuel subsidy interventions - the region suffers systemic diversion at grassroots level.
c) Weak Project Verification Culture: Billions are budgeted, few are verified on ground. WAWA fills that gap with its Project Stocktaking and Inventory Verification Model.

Amb. Ngu Ignatius

Chief Diplomat 1, World Anti-Corruption War Alliance (WAWA), Consultative Caucus of Africa, IHRC Geneva & IHRC-RFT

Under Africa HQ, WAWA targets 5 Thematic Corridors:
1. Palliative Justice Corridor: Monitoring distribution of food, cash transfers, farm inputs to ensure they reach the vulnerable, not warehouses
2. Infrastructure Integrity Corridor: Verifying roads, primary healthcare centres, schools, constituency projects - photo, video, GPS evidence.
3. 3. Extractive and Land Corruption Corridor: Monitoring mining, land grabbing, crop destruction compensation, and community royalties in farming and pastoral communities.
4. Youth and Education Integrity Corridor: Anti-corruption clubs in universities, polytechnics, secondary schools. Promoting integrity as culture - Pulaaku, Omoluabi, Mutunci.
5. Whistleblower Protection and Justice Corridor: Safe reporting, legal support, and escalation to Geneva if national remedies fail.

IHRC's Detection Mechanism for WAWA is primarily Community intelligence via traditional rulers, youth groups, women cooperatives. We are also running the operations on Documentation, which is Evidence-based reports with photos, coordinates, beneficiary testimonies. Furthermore, through Dialogue by Engaging government, military, and institutions to correct anomaly. Of course, we have Diplomacy as additional role in executing WAWA If anything is unresolved, escalation to IHRC Geneva for international advocacy is done.

Generally for leaders such as Governors, Ministers, LGA Chairmen in Sub-Saharan Africa, WAWA is not an enemy. It is an Image and Integrity Partner.
- Public Trust
- Donor Confidence
- International Legitimacy
- Reduced Petitions and Protests
Globally, WAWA fights corruption as a human rights issue. In Sub-Saharan Africa, under IHRC Africa HQ, WAWA is fighting for one simple principle:
"What is budgeted must be seen, what is promised must be delivered, and what is meant for the people must reach the people."
