IHRC AND REPUBLIC OF CAMEROON SET FOR HISTORIC HOST COUNTRY AGREEMENT SIGNING - ALL MODALITIES CONCLUDED IN YAOUNDE
In line with established international law and diplomatic practice, Intergovernmental Organizations such as the International Human Rights Commission - Relief Fund Trust (IHRC) enter into negotiations based on official procedures for establishing friendly relations and signing Host Country Agreements with sovereign nations.
We are pleased to announce a major diplomatic breakthrough between the IHRC and the Republic of Cameroon.
The IHRC Africa Headquarters has supplied all necessary instruments and made credible evidence available about the legal status of the IHRC to the Department of Legal Affairs and International Commitments of the State under the Ministry of External Relations (MINREX) in Yaounde, Cameroon.
Following thorough verification, the legal status, intergovernmental charter and diplomatic credentials of the IHRC were duly acknowledged by MINREX officials.
We specially commend the tireless diplomatic forays of Amb. Dr. Jeannot Motassi Lea, IHRC's Resident Chief Diplomat in Cameroon.
His commitments to achieve fruitful discussions with the MINREX officials working on Agreements, Treaties and Follow-Up of International Commitments have been greatly successful.
His strategic engagements culminated into a formal invitation to the IHRC to arrive in Yaounde, Cameroon and prepare the grounds for a final meeting for the signing of the Host Country Agreement between the IHRC and the Republic of Cameroon.
Pursuant to that invitation, a high-level IHRC delegation arrived in Yaounde in September 2026 to meet with officials and put finishing touches on the partnership documents to be signed.
The delegation was led by:
1. Amb. Dr. Tivlumun Innocent Ahure – Deputy High Representative for Foreign Affairs, IHRC Africa HQ, who is also IHRC's Head of Delegation for Africa and Vice Chairman of IHRC Africa.
2. Amb. Valentin Mberi – Central Africa Bureau Coordinator for IHRC, of the Republic of Congo Brazzaville.
The delegation held fruitful and extensive working sessions with senior officials of MINREX at the Department of Legal Affairs and International Commitments. All partnership documents, protocols, and frameworks for cooperation were reviewed.
We are pleased to inform the international community, all development partners and the good people of Cameroon that all modalities have been satisfactorily conceived and are now set up for the eventual grand signing of the Host Country Agreement.
The Host Country Agreement, when signed, will grant full legal status for IHRC operations in Cameroon, deepen cooperation in human rights protection, economic empowerment, humanitarian assistance, and strengthen Cameroon's position as a hub for international diplomatic engagements in Central Africa.
The date for the grand signing ceremony will be announced in due course through official diplomatic channels.
The IHRC Africa HQ expresses profound gratitude to the Government of His Excellency, President Paul Biya, and to the Honourable Minister of External Relations, for the warm reception and for their commitment to international multilateralism.
