Global Director General & Vice Chairman/Head of Delegation for Africa, IHRC Africa HQ
His Excellency, Ambassador Dr. Tivlumun Innocent Ahure is a distinguished Nigerian diplomat, academician, and global human rights administrator who serves as the Global Director General and Vice Chairman/Head of Delegation for Africa of the International Human Rights Commission (IHRC), Africa Headquarters. He also holds the position of Global Director General of the IHRC Relief Fund Trust (RFT) in Special Consultative Status with the United Nations, and Ambassador-at-Large and Administrator of the Africa Region HQ Secretariat.
Dr. Ahure stands as the principal administrative authority for the Commission's operations across the African continent. In this capacity, he oversees the establishment of country chapters, coordinates operational duties, supervises humanitarian and development programs, and represents the IHRC in high-level diplomatic engagements with African governments, bilateral agencies, and multilateral institutions.
A scholar of repute, Dr. Ahure is a Distinguished Professor at Crown University International Chartered Incorporated, USA, and serves as the President of the NgEducators International Model United Nations (NgIMUN), an initiative of the IHRC accredited by the UN ECOSOC. Under his presidency, the maiden NgIMUN Conference was convened in Enugu, South-East Nigeria, in June 2024, drawing delegates from 14 nations and several UN bodies under the theme "The Development of Education in Developing Countries." It was at this forum that Dr. Ahure famously tipped Enugu to emerge as the fourth headquarters of the United Nations, citing the state's revolutionary investments in Smart Green Schools and its model of using education as a veritable framework to eradicate poverty and insecurity.
His portfolio includes strategic humanitarian projects that form the core of IHRC-RFT Africa's mandate. In Accra, Ghana, at the invitation of the World Chairman, H.E. Amb. Dr. Mohammed Sahid Amin Khan, Dr. Ahure led high-level briefings on the Human Rights Community Housing Development Projects, a pro-poor housing concept designed to begin in the Federal Republic of Nigeria and expand across Africa, premised on the principle that housing is a human right as enshrined in the Universal Declaration of Human Rights.
On the diplomatic front, Dr. Ahure is the architect of several pan-African initiatives. On World Human Rights Day, 10th December 2025, he unveiled the official website of the African Diplomatic Elite, a prestigious caucus of experienced and eminent diplomats dedicated to connecting nations and empowering excellence, under the IHRC Geneva, Africa HQ. He is also responsible for coordinating the Commission's Annual Keynote Public Lecture Presentations, interfaith harmony programs through the Africa Indigenous Religions Committee, and campaigns on maritime human rights protection and environmental justice.
Known for his advocacy for education as a fundamental human right, Dr. Ahure has consistently argued that issues such as out-of-school children and lack of quality education constitute infringements on the rights of the child that must be addressed beyond advocacy, through direct engagement with leadership.
Respected for his administrative depth, diplomatic finesse, and commitment to the African renaissance, Ambassador Dr. Tivlumun Innocent Ahure remains a central figure in the IHRC's mission to promote diplomacy, human rights, and sustainable development in Africa and beyond.
